You could either wait for secondary roots (tiny roots that comes from the main root). Or once these roots get a little longer, then I would plant them into soil. I’ve planted with no secondary roots and have been successful. So I wouldn’t say secondary roots are necessary for planting.
They will prop in soil too. We use water so we can see the progress. This means you can put them in soil whenever you’re ready.
Just keep the pot size small. Water gets trapped in soil, it needs roots to draw it up. When a pot is too big, things stay too wet for pothos, its just like overwatering.
Choose pots with at least 3 good drainage holes, that are very close to the width of the roots. Once you see roots in the drainage holes, go up by 2cm (1″), no more.
