i can tell just from this picture that youre overwatering it

It looks like insect damage to me, could be spider mites, flat mites, or thrips. They all feed on the plant and cause similar damage and are usually too small to see. I would spray it down with rubbing alcohol twice a week for a couple weeks. Then repeat every few months to prevent another infestation. The damaged areas won’t heal because they’re scars now, but the plant shouldn’t develop any more damage.
Also, it is a euphorbia, which are not in the cactus family, but do have a similar appearance and care needs. To be specific I believe it’s Euphorbia lactea ‘white ghost’

These guys need to be watered like maybe three times a year eh?
That soil is looking moist.
Edit/ also- it almost looks like old scale sort it’s- doubt it’s that but check out scale bugs.
