Lots of holes. Maybe wetland plants! Put in stream pond?
It’s a ladybug? Mostly red annuals in 6 packs that ring this and go down the middle then alternate purple and red to make the spots. Might get away with 3-4 6 packs of red and 1 of purple. What annuals come in both colors? Petunias maybe?

Since it doesn’t have drainage I would use it as a bath.

I thought this post said what should I paint in this sandbox and I was ready with paint dead fish in it…. But maybe plant some small herbs! Lol
Add sand and you got Outdoor litter box for the feral cats
the ground will sour with no drainage.
As long as you drill holes in the bottom you can plant anything you want
