Looks like periwinkle to me. The easiest way to keep it spreading would be to mow it with your mower on a lower setting. That’s how i control mine. It shouldn’t spread if it has no leaves for creating energy. At some point you’ll likely need to start ripping it out by hand though.
Like someone else said, periwinkle/vinca minor. At my old house I eliminated it pretty quickly by weed walking it right to the dirt, and then covering with mulch. Some poked through the mulch, just pulled those by hand. Was mostly eradicated in a single season.
