Bugs or bug eggs is my guess. Poke it see if it moves or try to pull one off.
possibly a type of fungus in the process of decomposing the dead branch. i can do a quick search. i’ll be back with the edit
edit: google image search says it’s green anole eggs, which is a type of common lizard
Katydid eggs? Some sort of insect egg, though.
