It’s dirt fungus. Unharmful for the plant. Often happens due to poor drainage or overwatering.
You don’t have to remove it necessarily, but if you want to the best thing to do is replacing the top layer of dirt.

Fungus is pretty unavoidable in the plant world, in this case the fungus likely has already spread throughout the soil, and it’d be overkill to completely repot over fungus thats helping if anything.
