Not necessarily dead. Trim the shriveled part off the top and check the base. If it’s soft, you’ll need to propagate it. If not, it should be ok. Make sure the stem gets very bright light and thorough watering when the soil is completely dry. It should sprout new leaves eventually.
Cut off the tip. Probably 8 inches. Give it more light. You might have over watered. Stick your finger in the soil before you water and if it’s moist skip a day
Each of those green “segments” should be able to propagate into new plants.
