I don’t think there is any plant that looks like that except regular olives (Olea europaea). Russian olives would have whiter foliage and would be smaller in general.

Should be normal, edible olives.
Edit: Parking lot shouldn’t harm if unless people are dumping oil and gasoline on top of it.
All olive oil trees are the same species, what are you asking is the variety. We need to know more about where you took the picture for that.
