If it’s only about 4” depth it’s probably a concrete pathway someone laid, you could probably break it up if you hire a jack hammer drill.

It sure looks like the foundations for the wall! You’d need to leave a considerable amount of the ground there at a 45 degree angled bank to support the load of the wall and it’s foundation.

Id be most worried about rain washing the soil away and undercutting the wall. If you filled the angled bank with plants it’d stop the soil washing away at least.

    3. Even if that concrete isn’t structural (which it almost certainly is), it doesn’t look like you can level that area anyway. It’s unlikely they dug down and built the wall all the way down to the same level as the left and right ends just in case someone wants to uncover it in future!

Just leave a big bank of soil in the corner (I would not go any closer than you have already, and possibly build it back up a bit) and plant it up with low plants that’ll complement the tree in front.

Probably best to ask a builder about the crumbling wall. They might be able to patch/repoint, but given that both walls like they might be holding back earth on the other side you might just have to accept that at some point they will need major repairs or (for the blue one) replacement.

Edit: And one other thing. You might want to check what is supporting the rest of the wall where you’ve dug down several bricks. If there are not good foundations, you may have weakened the wall by removing that soil. It looks quite tall with the pillars and fence, and you haven’t said what the soil level is on the other side
