The Salix has been grafted onto the trunk of a different willow variety, so the new branch that’s growing will just be from that.
Just prune it off.

That Salix has been grafted at the top, you can see the join on the first picture just below the canopy. Any shoots growing below that point is the rootstock and should be removed.

I’ve seen these supermarket salix before, the top section is grafted on to a different willow tree root stock.
The growth is the original willow growing out.

That’s a Salix growing from your Salix. Unfortunately, it’s a bog standard, pretty strong variety that was the original donor plant. It will take over if not removed.
