    1. You’re asking if you should remove the flowers that are forming on the rose you planted? Why would you plant a rose if you don’t want it to flower?

… leave the buds if you actually want some flowers. Remove the dead heads after the flowers have finished.

I assume you’re asking this because you’ve heard about disbudding? With some rose types you can remove some of the smaller buds on a stem, leaving the central bud, and this can result in a larger bloom. Is this what you’re trying to achieve? What type of rose is it? (Difficult to tell from the photo).

You can read more about it here. If in doubt, you can always try disbudding on one stem and leave another stem and see what happens.

Leaving buds vs. disbudding won’t have any effect on overall plant health. But if you can clarify why you’re asking / what you’re trying to achieve you might get some different answers.

    3. Leave them to flower. You can snip them off once faded if you want – this can encourage more blooms, but as the season draws to a close, leave them to form hips. A mulch might be a good idea. The time to prune is Jan / Feb ,
