Fascinated plants mutated to over produce cells. I could be entirely wrong here, but worth a look

The mophead hydrangeas have been cultivated from the lace cap hydrangeas. Lace cap hydrangeas (looks a lot like those “mutated” bulbs) have infertile flowers on the outer side and fertile ones (closed) on the inner side. People like the full flowered ones, but the lace cap are much better for bees and other insects.
Looks like two different varieties got mixed into the same pot.
Looks nice mines blue but turns pink later in the year
