What’s the brand? Looks like a “forestry product” heavy medium. The “mould” could just be poorly distributed fertiliser.
off topic but I straight up thought that was a muddy sneaker in the bag
that is unfortunate. some cheap multipurpose compost is like this and this has been allowed to dry out rather a lot. but its also crap. i hope you get a refund.
Poor quality peat free I would guess. Return it if you can.

Its basically wood shavings that are like 1/3rd of the way to becoming compost 😅 the cheap stuff is like this now
