Golden privet is evergreen:

(assuming that is golden privet because the picture quality here is very blurry/small)
privets can lose leaves if the weather is unusually cold for the UK. they do grow back though.
So if you are in the south, chances are it will be evergreen most years. if you live on the hillside in the north probably not.
It does thin out a bit
