Some sort of attractive evergreen shrub not far from the fence? I like escallonia, osmanthus, mahonia, camellia. Shop around and find something that already has some height, it’ll be low maintenance and tolerate a shadier spot.
Feels like this is a classic spot for some privet maybe? Mahonia or camellia might also manage it.
