You could cut that down to 6 inches and it would bounce back.

Firstly that shoot from the bottom looks like it is coming from the root stock rather than the rose grafted on. If it is, remove it. Secondly. You can afford to ‘go hard’ and take it right down to maybe 2-3 shoots. Prune so that the next buds are facing outwards. This year it should throw some strong new shoots and you’ll get good blooms. Then next year. You’ll have a more balanced structure to once again prune back/but leave a little more in place. Don’t forget appropriate fertiliser too.
Try to cut it back to a goblet shape lose any branches thinner than a pencil always cut at an angle away from a budd
Is it a shrub or a climber?
If it’s a climber you should try to get a V- shape with branches as horizontal as possible because that’s where the new flowers will develop.
If it’s a shrub: knee height
What I would do, would be to train a few wires along the fence line there and train it along it. Train the majority to the right, and also some to the left. You’ll get loads of flowers, and won’t need to be as drastic with the pruning. I work on a big estate, and been doing this the last month and a half, so should be all good
I cut mine by at least 50% every year, they grow very fast
Too tall trim it at fence level, branches shouldn’t cross
Cut it down to below level of fence at least and tie in given storms
