Can anybody tell me what this white stuff is all over this tree?
And is it something which is treatable?

It’s lichen. Natures Christmas frosting. There are lots of different kinds and colours. Very pretty when you look closely.
Edit: if it’s foamy and wet it could possibly be slime flux. But it’s hard to see on the photos and I think (not sure) that usually appears on the trunk.

It may be lichen as others have commented, but a closer and in-focus photo would be useful to confirm, as there are other possibilities such as wooly aphids.

Give it a squash between your fingers I think you’ll find they are woolie aphids
