Hard to see but look up scale bug. Think that might be it.
Looks like scale, unfortunately. A bug, even though they don’t look like it.
Isolate from other plants, spray with 70% isopropyl alcohol and physically rub them away. Monitor and repeat for several weeks until all clear. (Eggs can survive in the soil and take time to reappear).
Ignore anyone who suggests Neem Oil – it’s a waste of time, in my opinion!
