Depending on how large you intend to keep the tree, you might ask a local arborist about that second trunk that is coming off a such a narrow angle (will it be likely to split at some point?). Here in the States, many cities have urban forest groups that can give advice on street trees. Maybe you have a similar resource?

You know about oak wilt disease? To prevent it, it’s important to only prune oaks in winter. Depending on where you live, you are on the cusp of being too late. Ask you Q at r/arborists or r/Tree
