Are going up, or staying low?

Flowering oerennials like cranesbill geranium and astilbe have similar requirements, as do ornamental grasses. If you want shrubs, I’ve had success with hydrangea and dogwood.

A garden right next to the foundation doesn’t get as much water, plus the soil ph can be a little high from all the concrete. Extra compost and mulch can help, and that may need to be watered earlier in a dry spell. I would dig into the soil, and water when the top 2 inches is dry, esp while the new plants are getting establishrd.

As someone who also does guerilla gardening, I’m not quite sure what you want to achieve. Anything you plant there will either struggle or it will end up looking weedy, and most likely end up being removed. You can sow seeds for small plants like sweet alyssum or poached egg plant, but bear in mind that they won’t get enough sun and will not flower well.

Also it goes without saying that you shouldn’t remove the euonymus, that can get you into legal trouble.

What I would do OP is find somewhere without any plants growing. Pretty sure you have a local supermarket with barren edges around the car park, why not plant something there?
