It’s already growing so absolutely. Plant the bulbs in some soil once some strong roots appear. I’ve never grown garlic myself so I can’t give any tips. Just research it love.
Possibly, you’ll have to wait and see, but it looks okay since there are green sprouts.
Garlic takes a relatively long time to mature (110-120 days) & should really be planted in Fall (exact date depending on your zone). When planted at the right time and given the right conditions, that should eventually grow into a full head.
You could still plant the individual cloves now. I’ve planted Spring garlic before but the heads produced were very small. Garlic scapes & leaves have delicate garlic flavor & you can begin to harvest them as soon as they begin to grow. Use them similar to green onions/scallions.

Yes it will. Separate the individual cloves and space them 4 to 6 inches apart.
Garlic is usually planted in the fall as it requires cold stratification to induce the cloves to creat bulbs. You might get mono cloves from planting this. It kind of depends on where you live
This also looks like soft neck garlic so it’s not as cold hardy and won’t survive winter in colder climates
If you get it in the ground now, you may get a summer harvest. Garlic is about 120 160 days from sprouting… But it’s usually planted in November or December (it overwinters fine). If you live in a northern climate this could be tricky as your ground is [likely] frozen. Others can weigh in on whether planting in small cotainers now and transplanting at first thaw would work.

Yes and no. It needs cold to form bulbs. If it doesnt get cold it will grow more of like a leek or green onion. Still edible and has uses in the kitchen.
