Danke

A foot of dirt wont stop horsetail, those roots go down deep into the darks of the earth!

You will have to use strong weedkiller or keep pulling it out as soon as it appears to weaken it

Cover in black fabric to kill off all weeds. You could probably reuse the patio

I’d love to know what you had planned that would cost 20k ?

But how much do you hate the basic structure that’s already there?

Because you’ve got some paths, some areas that could be lawn/flower beds, and some hard standing for a greenhouse/shed or seating area. If you work with that you could have a nice space for not much money. If you really hate manual labour, you could get someone in to dig over the beds, tidy the paving and you can take it from there.

  4. If i were you get rid of all the paving slabs and just do little sections at a time i am sure that you might be able to find a community garden nursery near you and get cheaper plants they are pretty good.

You can remove all the soil and replace it but if you live in an area with horsetail it will eventually come back. It’s native and it’s been here since the dinosaurs; you will never get completely rid of it you’ll just have to keep on top of it by pulling it out when you see it. Planting in a raised bed can navigate it taking over your flowers beds.

Your garden doesn’t actually look that bad, it’s definitely not 20k bad! As others have said just work with the little sections you have. You can throw a tarp down for a few weeks to kill weeds with minimal effort, mulch or topsoil and then plant in it or lay grass depending on what you want. Don’t panic though this really isn’t as bad as you think it is.

I don’t even think you necessarily need to move the pavers unless you really hate them, it looks like the previous tenant laid them out to accommodate a shed and then planting spaces so you could just clean them up and work with that.
