I’ve never had this happen to mine. Looks like fungal growth?
Looks like a slime mould (not a fungi) perhaps. Harmless stuff, you can wash it off in a couple days when it’s done this part of its lifecycle.
What’s the temperature you are it in?
That’s almost certainly cutworms, they sneak out at night and chew your chard off right at the base like tiny vandals.
I’m personally doubting slime mold, it almost looks like a yeast overgrowth.
Looks like a big bird poo, to me, just happened to land in a bad place.
