Plumeria? maybe location would help i dont believe ive ever seen it done but doesn’t mean its impossible though I doubt it would look like a traditional bonsai if that’s a deciding factor.

Already too big for Bonsai.
Hard to tell what it is as its leaves and appearance are overshadowed by the vine.
I’d take it home, cut its long arms off, give it a good dose of Miracle Gro, and place it in a warm, partially sunny spot for the next three months to see what sprouts out of the nubs.
Run a raffle for anyone who wants to guess based on it’s bark and size.
If it’s in a pot this size, it must’ve been something promising in infancy…
