Looks like it might be planted too deeply and possibly sitting in too much water.

It’s got what looks like mildew – it’s either waterlogged or it’s really stressed.

  3. The powdery mildew and vine weevil damage are probably symptoms of something else at play. Your hedge and the neighbouring hedge looks weak and are struggling.

I’d have guessed the neighbours turf lock would have caused an issue but you should have some growth in 3 years as there’s a lawn on your side. Probably awful soil that was stored in berms and has next to no organic life in it. I’d look at soil amendments to improve the organic content in the soil; mulch the base with bark mulch (but keep back from the trunks) and chicken manure would also be good. Don’t overfeed the plants as you want to encourage strong growth so just do 1 feed type per growing season.

Vine weevils usually pick on weak plants; adults take C shaped chunks taken out of the edges of your leaves and the larvae attack the roots. Improve the soil and hopefully the plant follows.
