The white bobbles are called lenticels. They’re a kind of “pore” that allows the potatoes to exchange gas between itself and the soil and atmosphere. You sometimes get them on apples, and the deep grooves you get in the trunks of trees like birch are a larger example of lenticels. Nothing to worry about and completely edible – enjoy!
