Would need a better picture to be sure. Looks like white scale as I don’t think this is mealy bug. Take a strong water hose and spray that baby off. Then go in with an insecticidal soap mixture near sun down once a week until they are gone.

Looks like mealy bugs, they’re small parasites that live on plants, especially in crevices. You can wipe them off using isopropyl alcohol (or even just water) on a rag. I’d recommend doing this at least once a week until the problem becomes less severe, then you can do it as needed. If you can keep the plant healthy and deal with big infestations like this as they come up, it should still live a long, happy life

The best way would be to get yourself some ladybugs, they’ll treat that palm like it’s a golden corral
