We had this happen not only in flower beds but in some large pots as well and it turned out to be ants. Might be worth ‘putting holes in garden ants’ into Google for more info and advice and what to do.🐜

Me again, found this and pictures identical to yours … “ants live in nests that are complex networks of tunnels and chambers dug by the worker ants. These tunnels can be quite extensive, sometimes reaching depths of 25 feet underground”.

Could be crows or blackbirds, or it could be bees

I suspect it could be green woodpecker. This bird is hunting for ants and makes similar holes in my lawn.

Ground nesting bees? They leave piles of that fine soil next to their nests.

I have holes just like that where I planted carrot seeds, none of which came up. Birds seem like the most likely culprit.
