Looks like my quince tree last year! It got really bad, to the point where it wasn’t sure the tree would survive. Amazingly, it’s really healthy this year, with no sign of a problem.

I did this: take off the worst affected leaves, but leave some so it can still photosynthesise. Keep it well-watered, because drought stressed plants are more vulnerable. Through out the season as it loses leaves, take them away from the area. Same for any plant near it, especially roses. When everything is dormant, prune back roses and take the clippings away. Give everything a nice layer of mulch to cover any spores that might be left on the ground.
