Everything I know about kalanchoe (succulents in general, and correct me if this info is wrong) is that you don’t propagate them in water.
You take a stem cutting (or a single leaf), let it dry out for a couple days to callous over, and plant directly into cactus soil, wait a few days before the first water.
I propagated kalanchoe like this before, and I have also propagated the leaves themselves.
If I had to guess (with my limited knowledge) this plant will not root in water and I’m not sure if it’s too soaked now to ever root. You can rip off the individual leaves, let callus over, and then place the tips of the leaves in cactus soil and water after a few days.
