They’re likely recycled EPDM, like the rubber crumb used in play areas. We have some “promenade tiles” made out of the same material. They wear and drain well but they will shrink after a few years outside. Also the resin stinks for the first few weeks, especially in hot sun and they get very hot in direct sunlight.
