How long have you had it? Did you check the soil ph before feeding? Beyond that, is it in the right location?
I had a couple of DA roses which did OK for a few months after planting, but didn’t look all that happy. Soil ph was fine, and there were no pests. So I moved them and it solved the problem – they were down as being OK for part shade, but having moved them from a north facing wall to a south-facing fence they are much happier. If there’s no immediately obvious issue – pests, soil quality – then look at location.
