Roses will survive violent pruning, some even really like it, but it’s advisable to do it when they’re dormant i.e. in the winter.
The same question came up on gardener’s question time ages ago and I remember they said it was very possible but I don’t recall any of the other tips for success. If you’re on twitter I suggest following the RHS and asking their questions clinic on Tuesday afternoons- they will definitely be able to help you.
You can’t really move roses at this time of year and expect them to survive. It is in active growth and will have a large and long established root system.
If you don’t want it there, just have it out and start from scratch.
If you really want to keep it, let it have its summer.
Wait for the winter when it is dormant.
Then you can reduce its height by a third. Then dig it out and transplant it.
