You cannot propagate this since it is too short and does not contain any nodes — points where thorns, branches emerge from the stem.

But, you can prop roses from longer stems. Look up rose propagation online.

Also, roses that make pretty blooms are often grafted onto stronger root stock. So even if you did get the flower stem to root, its roots might not be strong enough to provide adequate nourishment for such lovely blooms.
