Danke.

If it was mine I would be tempted to rip the lot out and start again with a native hedge by the looks of it you have access so I would get a farm contractor in to sort that, but am sure some of the eco no garden crowd will have suggestions to embrace the dead hedge as a mansion to bugs or something.
Before you do anything heavy, that pole is not only dangerous if carrying voltage, but the utility could point a finger at you for damaging it. Contact them as an urgent job, let them fix it, then sort your hedgerow out. My thoughts if mine .
I can’t tell what the hedge originally was – at the moment it looks like a bunch of dead sticks with ivy growing up it. I’d be inclined to get rid of as much ivy as possible if you’re wanting to fill the gaps with new plants – otherwise the ivy will just smother the new plants
