Take it back inline with that wooden fence, shorten it so it’s the same height as that wall and put a little chamfer on the front edge, trim the sides up a little and job done. Hedge trimmer best for front and sides, loppers and a saw best for reducing the height, make sure the front is cut first so you can access the top easier.
We’re into bird nesting season now, so you’ll need to check thoroughly for any birds before touching that, or better still wait to the end of August
Check for birds nests before you cut it back and if there are any, leave it for a few months and do it later.
Find branches that hold the bulk of thieves and cut them right back but try to cut in a way that the cuts. Can’t be seen but prepare to be brutal check for birds nests though
I assumed that was a laurel at first but after looking at the other photos is that a Photinia?
