Hydrangeas
First is a hydrangea macrophylla, second is a Japanese maple (Acer palmatum) Growing next to the Japanese maple with a few green leaves is a Cornus of some kind
Clear the ground of weeds and debris. Use loppers to remove all dead stems and dead branches and then top dress the base of the plant with some compost and chicken pellets and water in well.
Also give it a really good water and scratch the surface of the bark to check if still alive. I would wait with the Acer and top dress and water and you never know. By the fence it will always struggle for water and rely on you. Under hydrated they struggle with winds and look sorry for themselves.
