It could be almost anything, if it was at the bottom of the pond id say it was caddis fly larvae case, some of those stick bits of detritus on themselves for camoflague. Maybe something caught it and dropped it?
It looks like a partially decomposed seed pod to me.
If you look to the top left there is a row of what looks like seeds.
