Those are mealybugs (it’s kinda hard to tell bc it’s blurry). It’s a pest that feeds on the sap of the plant. Isolate that plant and check any surrounding plants for them. Use 70% isopropyl alcohol and dilute it 1:20 with water. Mist down the plant and manually remove the adult bugs you see with a stop dipped in the 70%. DO NOT use anything stronger than 70%. You can also use 3% hydrogen peroxide diluted 1:1 with water and water the soil each timed it’s scheduled to be watered to kill any eggs in the soil. You will have to do this for weeks and be very vigilant with it.

    How to treat mealy bugs:
    – Treatment Step 1) Start by looking over your plants really carefully (especially underneath leaves and in all the nooks and crannies) and **removing each mealy bugs you find**. You can either pick them off by hand / tweezers, or dab them with a q-tip soaked in rubbing alcohol (they’ll turn brown when they’re killed this way).
    – Treatment Step 2) After removing all you can find, you need to keep treating for the standard life cycle length of mealy bugs. Depending on the type of mealy bug and the environment, that can be around 1 – 3 months. To completely eradicate mealy bugs, **apply a 10-25% solution of isopropyl alcohol with a spray bottle once or twice a week for four months**.
    – To get a 10% solution (for more tender plants) using the commonly available 70% rubbing alcohol, fill a bottle with 1/4 cup rubbing alcohol and 1.5 cups of water. For 25% solution (for more robust plants) use 1/2 cup alcohol and 1 cup water. **Before spraying the alcohol mix, TEST IT OUT** on a single leaf of each plant needing treatment and then wait 2 days to see if it causes leaf burn. Some plants are more sensitive than others.

You can also mix dish soap and neem oil to water all of your plants as a means of systemic pest prevention. Just a tiny amount of dish soap to help the 1 tbsp of neem oil mix into 1 gallon of water

Only do that on indoor plants though because it’s bad for pollinators

    Mealybugs. My arch nemesis.

I got insecticidal soap and that finally did the trick, after going through gallons of neem oil and alcohol.
